Campaigners who want to protect a social club from development are hoping the community right to buy measure will help.
Paul Messenger, who opposes the demolition of new Mill Social Centre to make way for a development, has written to Dacorum Borough Council putting forward intentions to make a community right to buy application.
The measure that came into legislation last September allows local groups to take over a public service.
The social centre in Tring has been central to the lives of the people in New Mill for more than 100 years.
There has been an ongoing row with the Tring Team Parish because it wants to replace it with a home for a chaplain for Tring School.
