Drivers could be in line for cash refunds of fines they were forced to pay for driving in Moor End Road after warnings signs telling them not to were deemed unclear.
The findings by the chief adjudicator of the traffic penalty tribunal about the legality of the Moor End Road traffic camera could cost Herts County Council hundreds of thousands of pounds.
County councillor Nick Hollinghurst, who highlighted problems with the signs to council chiefs last August, has told the Gazette that most of the money reaped from the camera has been paid to the civil enforcement company operating it and is not recoverable.
If the council decides to pay the fines back to motorists it will have to raise the cash from its own funds.
Mr Hollinghurst said: “It’s so sad because that money could be used for schools, old people, children in care, libraries and all sorts of things.”
